Letter to NCMEC Leadership to Cease Potential Missing Child Fraud at NCMEC
Dear NCMEC leadership and their representatives,
Silenced cities is completing a documentary on the claimed to be missing person Aarys (prefers Alex) Oberlander-Hower and the plight of his father Chad. I reported this potential waste to NCMEC in October 2021 and have yet to receive any word justifying your firms actions. I reported Chad and Alex are likely in St Kitts yet your poster for him continues to claim them to likely be in Cyprus or Bahrain, despite not just myself and media, but also Pennsylvania, DOJ, FBI and perhaps most notably state department in 2019 reisussing the supposedly missing person a US passport in 2019. Aary’s mother in fact vistied St Kitts in 2009, 3 years after supposedly missing.

Potential Rampany “Missing Child Fraud” At NCMEC Where Mainstream Media Reports Not Missing
Below are a few questions for your firm. Any response, but especially by video would be most appreciated.
- Can NCMEC defame, libel and/or slander persons, or does it not worry at all about potentially publishing US government sponsored misinformation, or does it claim certain immunities that prevent it from being held accountable for torts perhaps sovreign or qualified immunities? When NCMEC operates outside of federal laws 34 USC 11292 definition of missing as actually missing: “whereabouts are unknown” to “parent” might NCMEC lose any liabily shields it might have otherwise had?
- Does NCMEC have any evidence that Aarys Oberlander-Hower continues missing despite his mom visiting there in 2009 and being awarded custody every other day and the other information in the draft film? If Alex is not missing how is NCMEC not fradulently lying about persons for no legitimate purpose? Despite Aarys being 26 years old and a sea captain, does NCMEC have any actual evidence of their being an emergency for him? I offered to NCMEC to put yall in contact with him and yall didnt seem to care?
- How does NCMEC define missing, and how does Aarys fit into such definition? Is it 34 usc 11292 which was the reclassification of the federal definition cited by Ernie Allen in his December 2009 testimony to Congress? In Allen’s testimony he asserted one third of (1214 cases) international parental abduction cases were not registered in to the FBI’s NCIC database which NCMEC critics like NCMEC.eu (Emmanuel Lazaridis) assert is evidence of over 400 cases of missing child fraud where the child’s location is known to the left behind parent and US law enforcement, how many cases of “missing child fraud” did NCMEC have in 2009? How many cases of “missing child fraud” are currently at NCMEC, Silenced Cities’ link above asserts at least likely 4-5 cases currently? The link also notes two different seeming NCMEC provided constructs for a child to be missing, which by all accounts Aarys and the 4 other mostly now adults listed do not meet. Ernie Allen’s 2009 testimony to Congress recommended the federal definition be updated to include cases explicitly include cases where the location may be known if the child was improperly removed—his proposal was never codified into the federal definition at 34 USC 11292.
- Why is Nico Brann not listed as missing despite a Brazil court possibly ruling he was illegally brought there, but Aarys is still listed? Why were Chris Bobo’s children removed from the NCMEC database yet Aarys remains? Why was Emmanuel Lazaridis kid removed from the database yet Aarys Hower remains?
- Does NCMEC view the outcome here of destroying Aary’s Hower’s relationship with his mom post him turning 18, and denying her at least summer visitations from 2007 until 2014 and possibly additional holiday visits as a positive use of taxpayer funds, beyond helping NCMEC potentially commit Missing Child Fraud to dilute the search for genuine missing cases? Are ya’ll proud of yourself for how ya’ll “helped” the Howers here and continue to use Aarys as a pawn and destroy his privacy and the other 4 persons not missing listed in your missing persons database your firm seems to be intentionally continuing to publish US government sponsored misinformation about?
- Why did NCMEC agents assert to Chad Hower’s attorneys in 2008 that Chad violated the Tennessee order in addition to the Pennsylvania order so as to be able to be prosecuted under 18 USC 1204 for violating the Tennessee order? Has Tennessee or a federal court found Chad to have violated the fall 2005 Tennessee order as NCMEC’s agents implied? Has a court issued a warrant for Chad’s arrest based on the fall 2005 Tennessee order? Why does NCMEC claim Aarys has been missing since November 2006 yet claim he could be missing under TN order as well, but the missing start date would instead be June 2007?
- How many times has Alex’s digital poster been updated updated? Did a previous version of the poster not have NCMEC’s possibly criminal call for people to call 911 to report Alex? A picture of a 2008 version attached does not show the possibly radical notion to call 911 for persons that may not be missing. If not all versions of the poster included the call of action for persons to telephone 911, when was this added to Aarys poster and why? And why does NCMEC continue to tell people to call 911 if there is no emergency? Is NCMEC potentially violating local state and possibly other regulations in telling people to call 911 for Alex when there may be 0 evidence it is an emergency? When was Alex’s missing poster updated to assert he and or Chad may be in Cyprus or Bahrain? In a 2008 version the poster may have asserted they were not in the previously listed two countries but instead Russia? Why has the poster not been updated since October 2021 when I reported to yall the WJET report they are likely in ST Kitts, and apparently, as shown in draft film all other actors including Alex’s mom disagree with NCMEC and seems to know they are in St Kitts including Pennsylvania, DOJ, FBI and the State Department? Please provide me a copy of all versions of NCMEC posters published for Aarys Oberlander-Hower. Please also provide me a copy of the current NCMEC written whistleblower policy, one version was referenced to exist NCMEC’s 2020 Form 990. Please also provide me a report of 1. total calls and written tips 2. how many updates based on calls and written tips 3. to total individual posters that have occurred at NCMEC since October 2021 and why my information citing mainstream news was ignored despite NCMEC claiming it to be an emergency justifying people call 911 and risk criminal arrest and prosecution for NCMEC’s seeming intentional careless or worse lies?
- How regularly is information shared between NCMEC missing child poster bureaus and DOD, FBI, State Department and state of Pennsylvania concerning missing children location, how many updates to NCMEC missing posters have occurred based on communication from each of those governmental organizations since October 2021? Does NCMEC have any governmental documents noticing them of Aarys Oberlander-Hower’s location in St Kitts?
- Did NCMEC help aide Nancy Oberlander to visit ST Kitts in 2009, perhaps using DOJ OVC Victim Reunification Travel Program or other programs? Beyond myself and others has NCMEC been put on notice of Nancy Oberlander Hower’s visit and reunion with Aarys in 2009? Does NCMEC claim after 2009 Chad and Arys then went to Bahrain and Cyprus or what’s going on here?
- How many persons are currently listed in NCMEC database as missing?
- How many persons that NCMEC claims to be missing have been contacted by attorneys, parents, or others reporting a person’s location, and or claiming them to not be missing? Beyond the at least 4 persons revealed in the Silenced Cities link above of potential missing child fraud where at least 4 mainstream media sources have located these persons’ locations since their NCMEC posters have claimed them to be missing to the public, how many others that are claimed by NCMEC to be missing are at odds with mainstream media reports of their locations and/or court proceedings concerning their custody in foreign jurisdictions?
- Any mitigation or excuses for NCMEC’s seemingly ridiculous conduct if Aarys (prefers Alex) Oberlander-Hower indeed is not missing for the many decades of lies against Aarys and these other victims of NCMEC’s likely false claims? Or anything else NCMEC would like to communicate to the public related to this case, was Silenced Cities had and WJET’s ABC affiliate in Erie had, and these were Putin bots pretending to be Chad and Aarys Hower? How do you justify working for this organization? Will you please throw everyone under the bus in your organization that lets this seeming grifting continue? It is time to save NCMEC from these radical purveyors of US government sponsored misinformation, will you join me?
- The band Soul Asylum released their hit music video for the song “Runaway Train” in 1993 potentially resolving over 20 missing person cases. If somehow I get a ton of money and can convince Soul Asylum to do a free show in the central Ohio area to promote still taking NCMEC and missing persons seriously despite potentially decades of waste and abuse, would you give a 5 minute speech on whatever you want as part of the opening for the show?

I hope once these pureveyors of government misinformation are purged from NCMEC, I hope all my questions are answered so that NCMEC finally shows it takes its mission seriously now, and won’t cover up or engage in seemingly totally illegitimate tortious intimidation of American adults and children anymore.
